China-led revision of UN global regulations on fuel cell electric vehicle safety has been approved

On June 20-22, 2023, the 190th meeting of the United Nations World Forum for Harmonization of Vehicle Regulations (WP.29) was held in Geneva, Switzerland. During the meeting, UN GTR No.13 "Global Technical Regulation on Fuel Cell Electric Vehicle Safety" (hereinafter referred to as the Fuel Cell Vehicle Safety Regulation), which was revised by China, the United States, South Korea, and Japan, was voted by the parties and passed unanimously.


The safety regulations was first published in 2013, it mainly stipulate the safety requirements and test methods for fuel cell electric vehicles and hydrogen storage systems, and play an important role in promoting the improvement of the safety level of fuel cell electric vehicles and safeguarding the safety of consumers' lives and properties. In order to adapt to the industrial development and technological progress of fuel cell electric vehicles, China, the United States, South Korea and Japan jointly took the lead in launching the revision of the regulation in 2017, and organized nearly 50 countries and regions around the world to participate in the technical research, test validation, communication and coordination related work. Experts from China Automotive Technology Research Center Limited (CATRC), Zhejiang University, Tongji University, REFIRE Group and other domestic units participated comprehensively and conducted systematic research on the scope of application of the regulation, burst pressure of hydrogen storage cylinders and other issues, and, as the leader of the research team of heavy-duty vehicles, China took the lead in carrying out technical discussions on the collision of heavy-duty vehicle hydrogen storage cylinders, the cycle life of hydrogen storage cylinders, and the release direction of temperature-driven safety pressure relief devices (TPRD), making positive contributions to the revision of regulations.


In the next step, the Ministry of Industry and Information Technology will continue to organize domestic enterprise and experts to deeply participate in the coordination of technical regulations of new energy vehicles, intelligent connected vehicles, etc., so as to continuously improve China's participation and contribution in the coordination of international standards and regulations on automobiles.
