The 2023 Annual Meeting of China National Technical Committee for Gas Cylinder Standardization (referred to as the CSTC) was held on May 9-10, 2023 in Kashgar City, Xinjiang Uygur Autonomous Region. The meeting was attended by 42 members (or entrusted persons) of the CSTC, 2 special advisors, 9 representatives of subcommittees and 7 representatives of member organizations. The meeting also invited Mr. Zhang Jianrong, former first-class inspector of Special Equipment Bureau of the General Administration of Market Supervision; Mr. Zhou Liang, deputy director of Market Supervision Bureau of Xinjiang Uygur Autonomous Region; Mr. Yang Zeshi, dean of China Jiliang University; Mr. Du Shunxue, director of Capacity Management Department of Special Equipment Bureau of the General Administration of Market Supervision and Management; and Mr. Zhang Yanfeng, chief scientist of Shanghai Lanpec Technologies, and other leaders to visit the conference and give guidance. Mr. Pu Chungan, executive vice president of CIGIA, attended the meeting as a member.

The annual meeting was hosted by Zhang Jiheng, deputy director of the Cylinder Standardization Committee, and Chang Yanyan, secretary general.

At the meeting, Director Du Shunxue made a welcome speech, put forward requirements and guidance on the synergistic development of gas cylinder regulations and standardization system. Cylinder Standardization Committee vice president, academician, Chen Xuedong made an important speech, pointed out that the Cylinder Standardization Committee should fully implement the spirit and requirements of "China National Standardization Development Outline" and make continuous effort to reach the goal of high-end equipment manufacturing standardization.

Secretary General of CSTC Chang Yan Yan made the annual work report of CSTC: reviewing the work of CSTC since the annual meeting in 2020, including the SC situation, domestic and international standardization work, CSTC and sub-committee organization construction, etc.; and at the same time pointing out the focus of the standardization work in the next phase. The chairpersons and secretary-generals (or entrusted persons) of each sub-committee made annual work reports and briefings on the current research standard planning projects to the delegates.

In the technical report session of the meeting, Mr. Zhang Baoguo, Deputy Secretary General of CCSB, Mr. Hu Jun, Deputy Secretary General of CCSB, and Mr. Shen Jianlin, General Manager of Hangzhou New Century Mixed Gas Co., Ltd. made a report titled Domestic Standardization Work Situation and International Standardization Work Dynamic Bulletin, Hydrogen Storage Cylinders Application Dynamic and Relevant Standards Overview, and Oxygen Cylinders Safety Management and Suggestions respectively.

The meeting also reviewed and voted on the "cylinder informatization Basic Requirements" (draft for review); and discussed on the cylinder standard system framework, and put forward ideas for improvement.

At the end of the meeting, Mr. Gao Jixuan, the chairman of the Committee, made a summary of the meeting, congratulated on the successful convening of the annual meeting, affirmed the work of the Committee over the past year, and gave important instructions for the next stage of work, and requested that the Committee should continue to make efforts to improve the construction of standardization system, and actively carry out the tracking and transformation of international standards, the review of China national standards, and the revision of the work of the Committee to improve the quality of standards for the regulation of the gas cylinder industry, which contributes to the regulation of gas cylinder industry.

With the active participation and joint efforts of all the delegates, the annual meeting of CBSC 2023 has accomplished all the expected agenda and achieved a complete success, and the meeting ended in a warm and friendly atmosphere.
